Who (or even what) Russel Icar is remains a mystery. Even his name could be an alias. This seemingly jolly man has unknown goals and drive, though he does know about Nightmares. Recently he released a gargoyle on a hotel full of people, and years ago he pursued Isaac and Alexi Ivanova to an airport, where he chased Isaac down. He's been labeled a terrorist by the Peace Keepers and Templar. Whatever Icar is, he seems to be capable of recovering from a bullet to the skull rather nicely.
